It is an easily packable fishing tool that can be used relativly easily. Just swing the lure a few times and let go, pointing the line in the direction it is going. To "reel it in" just wind it back onto the handle. Since there is no drag I suggest a higher line strength than usual (maby 15-20). Also if you catch a fish on it you may want a glove to wrap the line back on b/c the line can cut your hand under pressure. The fist picture is one that I made out of an old kite handle, the second is of 2 wooden ones that I believe were made by someone on the old site.

Yes, the line wrapped around your finger or hand it will cut to the bone. I know this from experience.
On the heavier line, they make smaller diameter line now that is really strong, and it could be useful for something else too if you needed it. I have 80 lb test on my reel that is the diameter of 12 lb test (I think).
Also, have you ever fished with these with any success? I've used simple things like this and hand line fishing to catch panfish and suckers for bait with a lot of success.
