I bought 8 years ago a Buck Altra Lite folding lock blade with sheath. Blade is 2 5/8".
I still have it on my belt every day. I paid $ 34.00
Here is the link with all the new models. www.buckknives.com

I got a Leatherman Wave for 40$, I carry that with a Mora.
But if you are looking for a really good knife, you can get the CRKT M1 Lightfoot. Its a hellofa folder!!! HUGE belly, works like a fixed blade.

Yeah I mean a simple folder, I already have a multitool. I'll have to look into the CRKT though, it looks really nice.

The Vic Farmers are nice:
If you're looking for a single locking blade, you could consider a Buck 110 or one of the smaller Spyderco models.

Well, I would recommend a Leatherman E304x, but it is just a hair over your price limit.
I got mine for a steal at $33.01.
Other than that, a SAK or Buck would be good.
Kershaw also has a couple nice ones for less than $40.
You could take your chances with a Gerber, but I wouldn't if I were you.

well, where to start!
Buck makes some simple, traditional looking knives.
The 110,112 and many others( just look around) can be had under $40 bucks and are very durable knives
Spyderco make a line called the Byrd line that have some very usable china made knives, Normally I wouldn't recommend china made knives, but they have a great QC over there.
Kershaw have many Leek models for under $40 and are also knowen for well made tools.
And of course Victorinox, Famer, camper, huntsman are just to name a few and also have saws.
Just take a look at Newgraham knives, they have what I think to be the best selection of knives for you americans.

No, but it looks like a pretty good one.
I found it here for $25.99 or a dollar more for black.

I'm gunna mention a few more things as to what I want I guess. Okay, single blade, nothing else. MUST to be able to at least lock open, and needs to have a blade of at LEAST 4 inches. I probably should have said this stuff in the first place but I didnt even think about it

That would have been a helpful starting point.

With a blade of at LEAST 4" is gonna be hard to find under $40 with good quaility.
I think buck 110 is your ticket.

Well I mean I guess it can be a little under the 4" mark. The Mantis is 3 and 7/8 inches and its only 25 bucks. It's big brother the Buck 199 pilot is only 30 bucks and its got a blade that's 4 1/2 inches long as well...

I think this may be my next knife ^

I gotta disagree. If you want a large folder, for cheap, go with the Cold Steel Pocket Bushman. I have heard MANY good things about this knife, supposed to handle just like a fixed knife.

but its coldsteel
No, but seriously I would be on the buck side only because I like supporting them, and the steel on either knives arn't equal. Bucks 420 HC is heat treated by the Paul bro's and is more comparable to 440C. but, give either one a try, you might not even notice the difference, but thats just me.
